First Year Teacher Assistance -
Resident Teacher Program
Support for new
teachers is evident as you find more about individualized support
opportunities. The Tulsa Public Schools District has a professional
development and training center that provides services for all employees, both
certificated and support.
The Resident
Teacher Program was initially implemented as a result of the Teacher Reform Act
of 1980 (House Bill 1706). The intent of the legislation is to establish
qualifications of teachers in the accredited schools of this state through
licensing and certification requirements to ensure that the education of the
children of Oklahoma will be provided by teachers of demonstrated ability.
The licensed
teacher is required to participate in the Resident Teacher Program during the
initial year of teaching in an accredited school under the guidance and
assistance of a Resident Teacher Committee in order to qualify for an Oklahoma
teaching certificate. A Resident Teacher Committee shall consist of
a mentor teacher; the principal, or an assistant principal of the employing
school, or an administrator designated by the local board; and a teacher
educator in a college or school of education of an institution of higher
learning, or an educator in the department or school outside the institutions'
teacher education unit. At least one member of the Resident Teacher
Committee shall have expertise and experience in the teaching field of the
resident teacher.
The resident
teacher must be employed from 120 to 180 days to complete the Resident Teacher
Program in one school year. If they are employed less than 120 days, they
will carry over to the next school year, and will have to complete 180
days. The mentor teacher is to provide 72 hours and consultation and
observation with the resident teacher and will be paid $500.00. The mentor
teacher has to log 72 hours of log forms and turn them in to Human Resources in
order to receive pay. If the resident teacher is employed less than 120
days, or if the mentor teacher logs less than 72 hours, pay will be prorated.
The Resident
Teacher Committee meets three times. At the last meeting, they either
recommend the resident teacher be certified or that the resident teacher should
go through the program for a second year.
The Resident
Teacher Observation Instrument focuses on four (4) categories to which you are
requested to respond: (1) Human Relations, (2) Teaching and
Assessment, (3) Classroom Management, and (4) Professionalism.
Following each category, e.g., Human Relations, there are several descriptive
statements indicating some of the characteristics and/or behaviors to are
considered in formulating the response.
