Penny Kay, Ed.D.,
is the Director of Special Education for Tulsa Public Schools.
Her responsibilities include hiring and managing all personnel at
the district level who supervise site programs that deliver
educational services to students with disabilities.
Dr. Kay received her Bachelor of Science in Education at the
University of Oklahoma in Norman, Oklahoma with certification in
Elementary Education, Learning Disabilities, and Mental Retardation.
Her Master of Counseling was earned at Northeastern State University
in Tahlequah, Oklahoma with certification in Secondary Counseling.
Dr. Kay’s doctorate was completed at Oklahoma State University in
Educational Administration. She also holds additional
certifications for Secondary Principal and Other Health Impairment.
Dr. Kay taught
students with learning disabilities, mental retardation, and other
health impairments for 8 years at the secondary level, followed by 4
years as a district special education counselor, 4 years as a
district special education training and development coordinator and
3 years as a district special education resource teacher.
