2008-2009 District Core Goals/Short Range Goals, Strategic Objectives

District Core Goal 1: Student Learning and Performance—Each student will meet or exceed state and national standards by demonstrating mastery of an individualized and challenging curriculum.

Short Range Goal: Provide rigorous instruction for continuous improvement in student achievement 

Strategic Objectives:

1.1 All students will meet or exceed ACE performance requirements in reading, mathematics, science, and social studies

1.2 All students will be prepared for post-secondary education and employment

1.3 Develop, pilot, and expand improvements in high school curriculum content, instructional delivery that supports active engagement in learning

District Core Goal 2: Efficient and Effective Operations—Each Tulsa Public Schools division, department, and office will meet or exceed standards for performance. excellence

Short Range Goals:

1. Provide a safe and secure environment for all students.

2. Address knowledge and information improvement opportunities

Strategic Objectives:

2.1 Implement school based problem-solving teams, including counselors, PBIS implementers, teachers, and administrators to provide early intervention (including instructional, social, and behavioral) to reduce suspensions, absences, truancies, and dropouts

2.2 Eliminate disproportionate suspension rate for African-American students, Hispanic students, and special education students

2.3 Continue to systematically deploy alternative education processes and procedures for student placement, participation, and transitions

2.4 Support district-wide student and operational performance through the use of knowledge management, data, and information

District Core Goal 3: Parent/Guardian Community Support—Each school community will demonstrate exceptional parent/guardian involvement and support through 100 percent membership in its respective parent/guardian association, and the district will triple its Partners-In-Education agreements.

Short Range Goal: To exchange meaningful information with stakeholders and improve public perception through parent and community involvement

Strategic Objectives:

3.1 Establish a parent academy that empowers parents as advocates and effective partners in their child’s education

3.2 Provide stakeholder access in order to seek information, pursue common purposes, and make complaints

3.3 Collaborate with parent, student, civic, business and community organizations, and state and local agencies to support student success

Core Goal 4 Faculty and Staff Focus—Create a positive work environment in a self-renewing organization

Short Range Goals:

1. Provide high quality professional development to all employees that promotes individual and organizational effectiveness

2. Ensure recruitment, support, and retention of highly qualified and diverse certified and support personnel

Strategic Objectives:

4.1 Develop and deploy training plan for support staff

4.2 Develop and deploy ethics plan to include training and monitoring process

4.3 Align employee recruitment to staffing plans

4.4 Train school improvement teams in using the Baldrige Education Criteria to drive continuous improvement across the district

Core Goal 5 Performance Excellence—Tulsa Public Schools will win the Malcolm Baldrige National Quality Award by 2010

Short Range Goal: Use a systems approach to improve performance in all programs and services to internal and external stakeholders

Strategic Objectives:

5.1 Align and integrate district, division, department and office plans to the district strategic plan

5.2 Track, trend and regularly report performance improvements in the following areas—student learning outcomes, student and stakeholder focused outcomes, budgetary, financial and market outcomes, process effectiveness outcomes, and leadership outcomes
