TPS Strategic Planning Process
Tulsa Public Schools cannot know what it is doing and what it intends to do unless it periodically establishes and monitors goals. The district’s first comprehensive strategic plan was developed in 2004. This new plan was the result of district efforts to align and link several initiatives and separate plans, and to establish and monitor key goals over a long-term planning horizon. Our student-centered goals and benchmarks which were evident in the previous plan continued to shape the future work of the district into 2009 and beyond.
In 2004-2005, the superintendent appointed members to two committees; the Journey to Performance Excellence (JTPE) Steering Committee, composed of district employees, and a Performance Excellence Oversight Committee composed of parents and community members. Both committees were composed of individuals with diverse interests and backgrounds. The JTPE Steering Committee introduced the concept of using a high performance management system for continuous improvement, while the Oversight Committee provided periodic feedback on the work of the JTPE Steering Committee and the deployment of the adopted model for continuous improvement.
During this timeframe, TPS senior leaders were provided professional development on strategic planning. Subsequent work resulted in reaffirmation of the district’s vision, mission, and goals, along with an analysis of district strengths and opportunities for improvement.
This year, 2008-2009, the district is completing its annual update for the 2004-2009 Strategic Plan while simultaneously entering another cycle of strategic planning that will provide a roadmap for the next six years (2009-2015). The new six-year plan will include a review/revision of the board’s goals and an integration of other district plans such as those for alternative education, high school reform, professional development, and capital improvement. The focus will continue to be on academic standards and student achievement.
