By 2010, every student will meet or exceed state and national standards by demonstrating mastery of an individualized and challenging comprehensive curriculum.

2. Efficient and Effective Operations

By 2010, each Tulsa Public Schools division, department and office will meet or exceed generally accepted standards of performance excellence.

3. Parent/Guardian and Community Support

By 2010, each school community will demonstrate exceptional parent/guardian involvement and support through 100% membership in its respective parent/guardian association; and the district will triple its Partner in Education agreements with the community, businesses, institutions, organizations and agencies.

4. Faculty and Staff Focus

By 2010, all employees will be highly qualified in their positions and CHOOSE to remain with Tulsa Public Schools.

5. Quality Performance

By 2010, Tulsa Public Schools will win the Malcolm Baldrige National Quality Award.

Objectives

1.1 All students will meet or exceed ACE performance requirements in reading, math, science and social studies

1.2 All students will be prepared for post-secondary education and employment

1.3 Develop, pilot, and expand improvements in high school curriculum content, instruction and programs that support students' active engagement in learning

2.1 Implement school-based problem-solving teams, including counselors, PBIS implementers, teachers and administrators to provide early intervention (including instructional, social, and behavioral) to reduce suspensions, absences, truancies and dropouts

2.2 Eliminate disproportionate suspension rate for African-American students, Hispanic students and SPED students

2.3 Continue to systematically deploy alternative education processes and procedures for students placement, participation and exit

2.4 Support district-wide student and operational performance through the use of knowledge management, data and information

3.1 Establish a parent academy that empowers parents as advocates and effective partners in their child's education

3.2 Provide stakeholders access in order to seek information, pursue common purposes and make complaints

3.3 The district and each site collaborates with parent, student, civic, business and community organizations, and state and local agencies to support student success

4.1 Implement leadership academy for aspiring teachers
