Sixth-Grade Admission Rules and Regulations*

Governing School Year 2005-2006

I.  Residency Requirements

 

A.     All applicants must be bona fide residents living within the boundaries of Tulsa Public Schools (TPS) at the time of application.  A bona fide resident is defined by the legal address and domicile of both the applicant and his/her parents/guardians upon the application date with the following exceptions:

B.     Any applicant who is on an approved out-of-district transfer into a TPS school for the first semester of the application year and for the year immediately preceding the application year will be considered as an in-district applicant.

C.     Any applicant, who can produce a contract to purchase or construct a home within the boundaries of TPS on or before the application due date, shall be considered a resident for the purpose of competing for admission.  The occupancy date must be clearly documented as prior to the school year for which the application is filed.  Proof of occupancy must be provided immediately upon relocation.  Failure to provide such documentation and/or failure to occupy the premises as planned shall be just cause for revoking any admission offered.  Proof of residency shall include, but not be limited to, copies of utility bills in the name of the parent/guardian specified and billed to the address as listed upon the application form.

D.     Other interested applicants whose residence is outside of the boundaries of TPS will be considered for admission only after all eligible TPS resident students have been offered admission and only if space remains available.

E.      No applicant, regardless of residence, will be offered admission unless and until he/she has been qualified for admission through the admissions process.

 

 

II.                Applications

 

A.     Due Date:

The application is due to the Office of Public Schools of Choice at the Education Service Center, 3027 South New Haven (Near the intersection of 31st Street and Harvard) by February 18, 2005.  Applications may be submitted using one of the following two approved methods:

1.      Applications must be hand delivered prior to the close of business on the specified due date (4:30 PM); or,

2.      Postmarked no later than the specified due date and mailed to the address specified.

B.     Forms:

Applications must be submitted using the official forms provided through the Office of Public Schools of Choice.

C.     Receipt

Receipt of applications shall be documented by the return of the required postage paid, self-addressed postcard included in the application packet.

D.     Completed Applications Required:

Incomplete applications as of the due date, including those without the required postage paid self-addressed postcard, will not be considered.

 

III.  Admission Preference

 

A.     Siblings:    There is no admissions preference for siblings.

B.   Employee Preference:     There is no admissions preference for employees’ dependents.

C. With respect to Carver, any eligible resident applicant residing in the historical Carver area, upon qualification, shall be offered preferential admission.

 

 

IV.  Number Admitted

 

A.     Carver Middle School:

Carver Middle School shall admit approximately 215 students to its sixth-grade class.  Vacancies created by attrition at the upper grades MAY BE filled at the discretion of the school’s principal.

B.     Edison Preparatory School:

Edison Preparatory School shall admit approximately 120 students to its sixth-grade class whose place of residence is outside of Edison’s attendance area.  There are no restrictions on the numbers of students who may be accepted into the Edison program who live within its attendance area.  Vacancies created by attrition at the upper grades MAY BE filled at the discretion of the school’s principal.

 

V.  Qualifications for Admissions

 

Minimum criteria for admission are as follows:*

*NOTE:  Admission teams shall have the authority to admit a maximum of 10% of any entering class who are TPS residents and not otherwise qualified.  These admissions decisions are to be based upon extenuating circumstances or conditions as determined by the admissions teams and approved by the principal.

A.     The successful completion of an elementary program through fifth grade or its equivalent.

B.     Superb attendance:  No more than 5 absences during the application year and no more than 10 absences during the year immediately prior to the application year.

(NOTE:  Students with medically documented chronic/serious illnesses or other extenuating circumstances leading to excessive absences may be considered on a case-by-case basis.  Such documentation must be provided in writing by the parents/guardians and included with the application packet.)

C.     Excellent behavior: Suspensions out of school during the application year or during the year immediately prior to the application year may preclude consideration for admission.

D.     Scores at the fiftieth percentile or above on both the reading and mathematics components of the most current standardized academic measurements typically available (or their equivalents).

E.      Grade point averages at or above 3.00 on a 4.00 scale for the first semester of the application year and for the year immediately preceding the application year.

F.      An Admission Recommendation Form prepared and signed by a minimum of three (3) faculty/staff at the applicant’s current or most recent school who have knowledge of the applicant’s potential for success.

(NOTE:  The Admission Recommendation Form is contained within the application packet and must be submitted with the application in a sealed official school stationery envelope.)

 

VI.  Quadrant Distribution

 

For Carver, approximately 60% of the entering 6th grade class shall be composed of eligible and qualified students who reside in Quadrants I and II.  The balance (40%) shall be selected from eligible and qualified students who reside in Quadrants III and IV or outside of the boundaries of Tulsa Public Schools.

 

VII.  Admission Process/Procedure

 

Qualified applicants shall be rank ordered by the admission teams from most qualified to least qualified and offered admission to the school of their first choice until such time as there are no seats available. 

 

(NOTE:  Applicants who decline an offer of admission to the school of their first choice are NOT eligible for further admission consideration.)

 

Qualified applicants for whom space is not available at the school of their first choice shall then be offered the other school for admission consideration until such time as all of its available seats have been filled.

 

 

VIII.        Acceptance of Admissions

 

Qualified applicants may choose to decline an offer of admission to a school not their first choice and wait for space to open at their first choice.  However, if they decline placement at one of their other choices, there is no guarantee that an opening will, in fact, occur at their first choice.  If no opening occurs, the child will be placed at the school in whose attendance area the parent resides. 

 

Students who accept an offer of admission to the school not their first choice forfeit any subsequent placement at their first choice in the event that space opens.
