Surrogate Parent Program
What is a Surrogate Parent?
A surrogate parent is a volunteer who makes a lasting impact in the lives of students with disabilities by taking on the role of educational decision-maker and advocate for children who do not have a parent or guardian to represent them. As a surrogate parent, you’ll play a key role in making sure that all special education students receive the services they need to thrive through Free Appropriate Public Education (FAPE).
As a surrogate parent volunteer, you will:
- Receive training and ongoing support and resources from Tulsa Public Schools
- Attend Individualized Education Program (IEP) meetings
- Approve Individualized Education Program (IEP) plans and related services
- Help make important decisions about the student’s education
- Advocate for the child’s best interests
- Sign consent forms for evaluations, assessments, and special education services
- Give consent for any changes or updates in the student’s special education plan

Volunteer requirements:
- Must be passionate about advocating for students
- Must be at least 18 years old and pass a background check
- Willing to commit time to attend meetings and stay engaged
- Cannot be employed by the Oklahoma State Department of Education, local school districts, or any agency involved in the education or care of the child
